Runagate means a runaway or fugitive. In the older wording of Psalm 68:6 it refers to rebellious people, who are contrasted with those whom God settles in a home.
Biblical Usage
The Prayer Book Version of Psalm 68:6 says, “The runagates continue in scarceness.” The Revised Version renders the expression, “The rebellious dwell in a parched land.”
