Kedar
Government
Kedar was organized around tribal leadership rather than a permanent central bureaucracy of the kind found in larger settled kingdoms. Biblical texts refer to princes, while inscriptions from surrounding empires mention Arabian kings and queens.
Leadership probably depended on alliances among tribal groups, control of trade and grazing resources, and the ability to negotiate with or resist neighboring powers. The degree of central authority likely changed from one generation to another.
The silver bowl naming a king of Qedar demonstrates the use of royal titles during the Persian period, but it does not reveal the full structure of government.
