Government
Philistia consisted of separate city-states rather than a permanently unified kingdom. Each principal city had its own ruler, government, and surrounding territory.
The Bible sometimes refers to the five rulers of the Philistines using a special term commonly translated as lords or rulers. These leaders could act together when facing a common military threat.
Later Assyrian records identify individual Philistine kings, including rulers of Ashdod, Ashkelon, Gaza, and Ekron.
The Ekron Royal Dedicatory Inscription names a succession of rulers and provides direct evidence for a local royal dynasty during the seventh century BC.
Although the cities shared aspects of language, religion, and culture, their political interests were not always identical.
