On the steep eastern slope of ancient Jerusalem stands an enormous stepped stone construction. Its sloping courses of stone appear to have supported buildings or terraces higher on the hill. Excavations exposed substantial remains of this structure, showing that major engineering work took place in the ancient city.

Some archaeologists associate the structure with a large public or royal building on the summit, perhaps beginning before David’s conquest. Others argue that the visible remains include several construction phases and later repairs. Its precise date and relationship to the Large Stone Structure above it remain disputed.

2 Samuel 5:6–9; 1 Chronicles 11:4–8 (Jerusalem and the Millo). The archaeological structure has not been conclusively identified with the biblical Millo.
